  • Project Flourish approved – so far

At the Royal Borough of Kensington and Chelsea (RBKC) Planning Committee meeting on 11th November, the 1st stage of the Ballymore, Project Flourish project was approved – 4 to 1.

This is not the final decision as it will, almost certainly, be called in by the Mayor of London and probably the Government.

A key factor for RBKC was that, as they are failing to reach set targets for new housing, they are virtually compelled to approve any housing scheme that comes up.

The Keep Kensal Green Campaign mounted a well-informed challenge, listing numerous deviations from planning policy. These will, no doubt, be the grounds for further opposition. They are also considering legal action; more details on their website www.keepkensalgreen.com

  • Kensal Canalside Planning News

QPARA discussed submitting an objection to the St William, Kensal Gasworks planning application. This is for 6 blocks on the site of the old gasometers.

The meeting approved an objection which was sent to The Royal Borough of Kensington and Chelsea.

This has been added to the QPARA website at: Kensal Gasworks – QPARA response

The Ballymore application will be considered at a planning meeting on 11th November.

  • Rush hour traffic attitude survey results discussed at October 2025 meeting

At its October Monthly Meeting, QPARA considered the results of the 2-8 October survey of attitudes to traffic measures, which drew a strong 42% response rate from our 539 full and associate members. The findings show members remain divided over the Experimental Traffic Order (ETO), which restricts through traffic on the streets between Kingswood Avenue and Salusbury Road, Monday to Friday, from 7:30 am to 9:00 am: 45% wanted it stopped, 35% supported making it permanent, and 20% not sure for specified/unspecified reasons. The Council’s Healthy Neighbourhoods website says that a final decision will be taken after 8th November 2025

Recognising the strength of feeling on the issue and current data deficiencies, QPARA agreed to let the results speak for themselves and to share them with Brent Council, urging the Council to examine them carefully and to engage further with residents and neighbouring associations to find a more broadly acceptable solution.
